Brian Brooks, City Administrator

Brian D. Brooks, City Administrator, is responsible to the Mayor and City Council for overseeing all of the operations of the City.  This includes supervising all City Departments, administration of the City budget, advising the Mayor and City Council regarding policies and procedures, in addition to other duties as requested by the Mayor and Council.

After graduating from Law School in 1990, Brian began work for a Rockford law firm with an emphasis on municipal, corporate, business and real estate law.  In 1992 he was selected to be the Byron City Attorney and became an employee of the City in 1994.  Over time, the role grew into the City Attorney/City Administrator position.  In 2000, Brian became a Project Manager and In-house counsel for a developer/property management company headquartered in Rockford where he oversaw the acquisition and redevelopment of affordable housing multi-family developments.  He eventually became Director of Redevelopment where he worked directly with lenders, financing agencies and investors to structure the financing for acquisition and rehabilitation of numerous housing developments.  In 2021, Brian began work as a Senior Project Manager for The Chicago Lighthouse, a nationally recognized not-for-profit providing services to the blind, sight-impaired and Veterans.  While there, he served as the primary liaison between The Lighthouse and its development partners in the financing and construction of a 76-unit affordable apartment building on property donated by the not-for-profit.  Brian was hired as the City Administrator for Byron in January of 2023.
